Obama, Romney: Rivals with little personal history

WASHINGTON (AP) ? When Mitt Romney's wife, Ann, was diagnosed with breast cancer in late 2008, one of the people who reached out to the couple was newly elected President Barack Obama.

It was one of the few personal interactions between Obama and Romney.

"He was kind enough to call our home when my wife was ill, and he said that he and Michelle had my wife in their prayers," Romney said in an interview after the call. "I said, 'Mr. President-elect, Ann and I have you in our prayers'. And we do."

Even as their political fates have become more entwined, Obama and Romney have had little opportunity to connect directly. In fact, when the Democratic president and the former Republican governor of Massachusetts stand alongside each other during Wednesday night's presidential debate in Denver, it will be their first face-to-face meeting in nearly five years.

"I don't really know him well," Obama said in an interview with The Associated Press. "I think Gov. Romney obviously has achieved extraordinary success with his businesses, and he's obviously very focused on achieving the presidency. He cares deeply about his family, and I think he cares deeply about his faith."

Romney has had similarly kind words about the president as a father and family man. But most of their descriptions of each other during the campaign are far less complimentary, and that probably will be the case in the debate.

Romney accuses the president of having "more European than American" views. Obama says Romney has written off half the country.

The two do have a few similarities. They're both graduates of Harvard Law School; Romney also has a business degree from the Ivy League university. Each is a multimillionaire, though Romney's estimated $250 million fortune far exceeds Obama's net worth, which is as much as $8.3 million.

When people get one of their first looks at the rivals standing side by side Wednesday, they'll see a Republican who is 14 years older and an inch taller than the 51-year-old president, who stands 6-feet-1.

Obama and Romney first met in 2004 at a gathering of Washington's political and media elite. Romney, then governor, and Obama, a senator-elect from Illinois, were picked by the Gridiron Club to deliver speeches at the group's dinner. The private event's festive atmosphere, however, meant their dueling speeches were more about cracking jokes than outlining their policy differences.

By the time their paths crossed again, the rising political stars were presidential contenders. Seeking to line up votes in the New Hampshire primary, they both showed up for the 2007 Labor Day parade in the town of Milford. They shook hands, exchanged a few pleasantries and turned their attention to the voters.

New Hampshire was also the site of what aides to both men believe was their last face-to-face meeting before Wednesday's debate.

In January 2008, the Republican and Democratic primary candidates were holding back-to-back debates in Manchester. After the Republicans wrapped up, the moderator invited the Democrats waiting in the wings to join them briefly onstage for a brief show of bipartisanship.

Obama and Romney found each other in the scrum. They smiled and shook hands, with Obama placing his hand warmly on Romney's arm.

Obama went on to win the White House. Romney dropped out of the Republican race shortly thereafter.

They've had one direct exchange during the 2012 campaign. Obama called Romney in late May after the Republican clinched the GOP nomination. He congratulated Romney and told him he "looked forward to an important and healthy debate about America's future."

Aides to both men described the call as brief and cordial.

Their scant personal relationship is in many ways the result of potential pathways to the presidency that had little to do with Washington. Obama spent just two years in the Senate before launching his 2008 White House bid. Romney spent most of his career in the private sector and has never worked in the nation's capital.

It's a marked contrast to many of the other political pairs that have faced off against each other for the presidency. Obama and his 2008 GOP rival John McCain, for example, had worked together in the Senate before facing each other in the general election.

Similarly, President George W. Bush and his 2004 Democratic challenger, Sen. John Kerry of Massachusetts, knew each other from work in Washington. Same with President Bill Clinton and then-Kansas Sen. Bob Dole, the Republican nominee in 1996.

Sara Taylor Fagen, who served as a political adviser to Bush, said Obama and Romney's lack of a personal relationship would likely be a mixed blessing on the debate stage.

"On the one hand, you've depersonalized it. You can say, 'I don't really know you, I'm totally comfortable saying whatever I have to," Fagen said. "On the other hand, familiarity is a really helpful thing. Even though you may be fierce opponents, it also gives you a comfort level."

Russian church urges Pussy Riot members to repent

MOSCOW (AP) ? The Russian Orthodox Church is asking for clemency for three jailed members of the rock band Pussy Riot if they repent for their "punk prayer" for deliverance from President Vladimir Putin at Moscow's main cathedral.

Sunday's church statement comes a day before the women's first appeal since they were convicted on hooliganism charges and sentenced to two years last month.

The church said that if the women make statements showing "penitence and reconsideration of their action," they "shouldn't be left unnoticed."

Earlier this month, Russian Prime Minister Dmitry Medvedev said that keeping them in prison any longer would be "unproductive" ? a statement that encouraged hopes the appeals court could set them free. But skeptics pointed at the Kremlin's ongoing crackdown on dissent, saying that their release would be unlikely.

Tony Pauline: NFL draft risers, sliders: Week 5

Desmond Trufant's fourth-quarter pick sealed Washington's upset over Stanford.

Joshua Weisberg/Icon SMI

Week five of the college season has witnessed some wild games as the conference schedule starts to heat up. Thus far the final weekend in September has seen several highly rated juniors and lesser-named seniors step to the forefront as prospects continue to rise up draft boards.

Risers

Sheldon Richardson/DL/Missouri: Richardson has improved almost weekly since stepping into the starting lineup this season and was a one-man wrecking crew against Central Florida. His 9 tackles were impressive as Richardson also forced a fumble, recorded one sack and posted two quarterback hurries. He's an athletic prospect who commands double teams and either makes a play on the ball or creates opportunities for his teammates. Richardson is not a household name yet, but highly regarded in the scouting community.

Stephen Morris*/QB/Miami-FL: Morris turned in a career performance during the Hurricanes' last-second victory over North Carolina State. His record-setting numbers included 566 passing yards and 5 TDs. While many will focus only on the numbers, Morris looked good in all aspects of the game. The junior showed great patience, awareness and made terrific decisions in the pocket. He connected on five passes of 40 yards or more, including the game-winner of 62 yards. Morris is slowly developing into the complete package, melding his incredible physical skills into consistent, smart play at quarterback.

Desmond Trufant/CB/Washington: The senior cornerback is the latest edition from the Trufant family to star at the position. He came up big during Washington's upset victory over Stanford, breaking up two passes and intercepting a throw in the fourth quarter that prevented the game-winning score. Trufant has been inconsistent in the past, yet possesses the physical skills to start in the NFL. He's expected to be a middle-round choice. Trufant will be playing on Sunday's next season like his brothers Marcus (Seattle Seahawks) and Isaiah (New York Jets).

Zach Ertz*/TE/Stanford: Ertz has proven his big-play ability all season long and looked NFL ready during Stanford's loss to Washington. The junior tight end led all Cardinal pass catchers during the contest, collecting 6 receptions and 106 receiving yards. Four of his catches resulted in first downs. Ertz is averaging just under 17-yards per reception during the season's initial four games. He compares favorably to former Stanford tight end Coby Fleener, the 34th selection of last April's draft. Like Fleener, he is also a reliable pass catcher that stretches the field, yet Ertz is much more advanced as a blocker.

Michael Mauti/OLB/Penn State: Mauti, considered a potential second-round choice entering the season, continues to impress NFL front offices. Missing almost the entire 2011 campaign with a knee injury, Mauti was effective defending the run and covering the pass during Penn State's lopsided victory over Illinois on Saturday. He finished the contest with 6 tackles, 2 interceptions and was active all game. Mauti plays smart, tough football and looks every bit like a three-down defender.

Sliders

Akeem Spence*/DL/Illinois: Spence recorded 9 tackles during the loss to Penn State, but the statistics don't tell the whole story. The junior tackle was manhandled most of the game and pushed off the line of scrimmage or controlled in man-on-man blocking. Spence did not turn in a terrible performance, but did not look like the first-round prospect most believe him to be.

Notes: It was another tough outing for North Carolina State cornerback David Amerson. Our Week 1 slider was consistently victimized throughout the Wolfpack's loss to Miami, giving up two long touchdowns receptions in the first quarter then making questionable decisions on another pair of scoring tosses late in the game. Many touted Amerson as a potential first-round pick after the junior intercepted 13 passes in 2011, yet there are major questions about his speed and overall playing skill.

Arkansas running back Knile Davis is another NFL prospect who continues to struggle. The junior fumbled the ball three times during a blowout loss to Texas A&M, though Arkansas recovered two of the fumbles. Davis finished the game with 18 carries for 65 yards. Aggie defender, Damontre Moore, SI Videowho was highlighted in our Draft Watch video, forced the third fumble as well as totaling 5 tackles, 2.5 for a loss and one sack.

China's manufacturing declines, but at slower pace

(AP) ? Chinese manufacturing contracted for the 11th straight month in September amid a fall in new orders, though the decline might be easing, a business survey showed Saturday.

HSBC Corp.'s purchasing managers' index, based on a survey of more than 400 companies, was 47.9 for September, slightly up from 47.6 in August. The index measures manufacturing activities on a 100-point scale on which numbers below 50 show a contraction.

HSBC said Chinese manufacturing declined again in September, as new export orders fell at the sharpest rate in 42 months amid weak international demand. Its employment index also fell further, likely because of reduced production levels.

HSBC's China economist Hongbin Qu said in an accompanying statement that "the sharper contraction of new export orders and the lingering pressures on job markets mean that Beijing should step up easing to support growth and employment."

He said that Chinese manufacturing growth was likely bottoming out and that fiscal measures should play a more important role in the coming months.

China's economic growth fell to a three-year low of 7.6 percent in the second quarter. Beijing has cut interest rates twice since June 1 and is pumping money into the economy by encouraging investment by state companies. But authorities are moving cautiously in reversing the economic slump, after China's huge stimulus in response to the 2008 crisis fueled inflation and a wasteful building boom.

TSA pays mom $3.99 for seized peanut butter

By Bob Sullivan

When Stephanie Lambert packed peanut butter and jelly to keep her two small children happy on a cross-country flight in June, she didn't mean to pick a fight with the Transportation Security Administration. But after a long security line argument, and the confiscation of the peanut butter (but not the jelly), she felt she had no choice.??

Courtesy Stephanie Lambert

Stephanie Lambert got $3.99 from the U.S. Treasury after TSA agents seized her child's peanut butter at an airport checkpoint.

Then, after churning through the four-page ?SF-95 Tort Claim Package forms,? she got something else she never expected: a $3.99 refund from the U.S. Treasury Department.

Lambert was traveling with her husband, a 6-month-old and a 2-year-old on an ungodly early flight in June, and arrived at the airport about 5 a.m. She was flying from Los Angeles to Pittsburgh, and she needed the usual bag of distractions and food to keep her kids -- and other passengers -- sane during the trip. But, she says, her efforts to ensure a smooth flight were foiled when a TSA agent with a bad attitude singled out her family for additional screening. After the usual pat-downs and questions, discussion centered on the jar of peanut butter.?

"He just really fixated on the peanut butter and a jar of apple sauce I had," she said.? "I keep saying, 'It's not a liquid; it's pureed apples,' but we go went around and around.? He also screened my husband multiple times. I asked to speak to the terminal manager, but he never arrived. ... We were there 30 minutes."

Eventually, the screener let the apple sauce (and the jelly) go, but he drew the line on the peanut butter.

"I said, ?Fine.? I left the peanut butter, but I took down names," she said. "The screener was asking for my all my details, so I figured I'd ask for his."

When the family arrived in Pittsburgh, Lambert asked a TSA screener on her way out about peanut butter -- Was it considered a liquid or not? -- and got a vague answer. So when she got home, she turned to the Internet and the found the SF-95 Tort Claim Package forms. Generally, they're filled out by fliers who think the TSA lost something valuable while screening bags, such as laptop computers. But Lambert was after satisfaction, and she didn't see why she couldn't make a claim for the cost of her seized peanut butter.

"At the airport, my husband kept saying, 'Would you just let go of the peanut butter? We're going to miss the plane.' But these things really fire me up," Lambert said. "So when I said, 'Honey, I'm going to file a claim,' he wasn't surprised."

Lambert is a rare consumer who was in a perfect position to file such a claim. For starters, she had the original receipt from Whole Foods showing the price she paid for the spread.?

Who keeps receipts for peanut butter?? Lambert explained that she started her family during the recession, and from the start has carefully watched her money. She saves receipts from every purchase, enters everything into a spreadsheet and tracks every expense. She also has a binder, where she records refunds, returns, rebates and any other correspondence that involves money.

"I fill out forms and keep track of them all the time, so this was easy for me," she said. "I'm responsible for the family finances. If it takes me months, it takes me months. I'm very firm when companies owe me money."

She had another motivation behind her ferocity regarding the confiscated peanut butter, however.

"When they first put in the liquid (security) rules on flights, a screening agent took a $7 lip gloss I had just purchased. Then, the very next day, they changed the rules and lip gloss was allowed. I was furious," she said. "I remember the TSA agent actually took a basketball shot with my lip gloss into the trash bins as I went through security. I'm still mad about that, and I was thinking, 'This is not happening again.'"

On her complaint form, Lambert said TSA agents unnecessarily screened her husband twice, and removed everything from her carry-on bags during the 30-minute ordeal.

"At the time I was carrying my 6-month-old and trying to keep my 2-year-old calm," she wrote. "(The agent's) behavior was completely unwarranted."

She submitted the claim on June 19.? To her surprise, she received a letter dated Aug. 24 from TSA that read: "Your claim against the United States in the amount of $3.99 has been granted in full." On Sept. 14, the "refund" was electronically deposited into her bank account.

Naturally, Lambert wasn't really after the money. She says she was trying to make a point.

"I think people really do need to fight for themselves," she said. "In this case, the peanut butter was important to me. I was thinking, 'Hey, I need that. If I have a crisis with a child on a five-hour flight this peanut butter may help me.? I wasn?t hopping to Phoenix, I was flying across country and there?s no food on the flight for children."

As it turns out, the TSA website does list peanut butter as a banned liquid/gel, if carried onto a plane in containers exceeding 3.4 ounces. Jellies, jams and "creamy dips and spreads" are also banned in bigger portions. There are some exceptions for mothers traveling with infants, however, involving breast milk, juice, baby food and other liquids and gels, which muddies the discussion considerably.

Part of the problem, Lambert says, is that the rules seem to vary from airport to airport, and even from agent to agent.

"I think it depends on how well the information goes down the chain," she said.?

Lambert said she spoke via telephone with a TSA representative as she was filling out her tort claim and thought the agent was very pleasant and competent. The agent even promised to review security tape to see if the incident required follow up. That conversation, and her refund, actually leaves her with more good than bad feelings about the TSA. The problem, she said, is that most of the trouble for passengers occurs on the front lines, in the chaos of someone rushing to make a flight with agents who sometimes are too eager to exert their power.

TSA spokesman David A. Castelveter told NBC News that peanut butter jars in excess of 3.4 ounces are generally not permissable as carry-on items, but that screeners can exercise "common-sense discretion." Exceptions generally involve medical needs, he said.?

He also pointed to a press release about TSA agents in Los Angeles who stopped suspects allegedly trying to sneak marijuana onto an airplane?in a modified jar of peanut butter last year.

The agency has no readily available statistics on tort claims, Castelveter said, but added that Lambert's peanut butter refund claim was "the first time I'd ever heard of something like that."

The Los Angeles Times investigated tort claims against TSA last year, and found that 1,702 claims were made against the agency by passengers traveling through Los Angeles International Airport from 2007 through 2010.? Most claims involved items that were damaged or disappeared from checked baggage. The average damage claim was $1,437, but most were denied.? Roughly 13 percent of those who claimed the loss of a laptop computer were granted relief, but less than 1 percent of those saying they lost or damaged digital camera were reimbursed.

RED TAPE WRESTLING TIPS

One key to having successful dialogs with TSA agents at checkpoints is time; passengers rushing to make a flight have no time to make their case. In Lambert's situation, she had time to put up a fight because, ironically, her husband is a frequent traveler and the family qualified for express screening.??

If you feel like the TSA has wrongly confiscated an item from you at a checkpoint, you can obtain the necessary forms at this page.

Note that if the TSA denies a claim, it can only be appealed by filing a lawsuit in federal court. By law, small claims courts have no jurisdiction over TSA cases.

Syria rebels say launch "decisive battle" in Aleppo

BEIRUT (Reuters) - Syrian rebels said they had launched a major attack in Aleppo on Thursday at the start of a "decisive battle" to push President Bashar al-Assad's forces out of the country's biggest city.

Heavy fighting was reported in around 14 districts by opposition activists and several rebel brigades, though the scale of the fighting could not be confirmed independently.

A video posted on YouTube by rebels showed Abdulqadir al-Saleh, the head of the biggest rebel force in Aleppo, the Tawheed Brigade, carrying a walkie talkie and announcing the start of the assault.

"Now the attack on Assad's forces has started on all fronts and God willing today will be decisive in Aleppo," he said.

The 18-month-old uprising against Assad has killed 30,000 people and the violence is escalating sharply, say activists. World powers are meeting at the United Nations but are divided over the crisis, which has descended into civil war.

The U.N. refugee agency said up to 700,000 Syrian refugees may flee the country by the end of the year, nearly quadrupling its June forecast for the exodus from the deepening crisis.

Around 294,000 refugees have crossed into neighboring Jordan, Iraq, Lebanon and Turkey, most of them in the last two months.

"This is a significant outflow taking place, 100,000 people in August, 60,000 in September and at the moment 2,000 or 3,000 per day or night," Panos Moumtzis, Regional Refugee Coordinator for UNHCR, said on Thursday in Geneva.

The flow of refugees surged in August when Assad deployed jets and helicopters to strike rebel-held towns in the northern provinces of Aleppo and Idlib, sending thousands across the border with Turkey.

"ZERO HOUR"

Rebels flooded into Aleppo two months ago but have been held back by low ammunition and the army's superior firepower.

Insurgents from many brigades in Aleppo said "zero hour" had been announced by calls of Allahu Akbar ("God is greatest") from mosques at 4 p.m. (1300 GMT) on Thursday. They said there were clashes in the heart of the city, including the Hamidiya and Midan districts.

Tawheed Brigade Spokesman Abu Firas said all the battalions working in Aleppo "from the small ones that consist of ten people to the big ones" had met to agree on the offensive two days ago.

The British-based Syrian Observatory for Human Rights, a violence watchdog with a networks of activists in the country, said hundreds of insurgents were taking part in heavy fighting and the government was responding with heavy artillery.

Aleppo is split roughly in half, with rebels in the east and government forces and local Assad-loyal militia in the west.

Syria's rebels are a mixture of army defectors, Islamists and civilians who have taken up arms against Assad.

Some groups have been accused of human rights abuses and western powers who call for Assad's removal are reluctant to support the disparate fighters. Western diplomats say they are looking for a clear command structure and coordination among rebels.

"STAIN ON U.N."

World leaders meeting at the United Nations have expressed concern at the violence but are deadlocked over their response to the conflict, which pits mainly Sunni Muslim rebels against Assad, who is from an Alawite minority close to Shi'ite Islam.

Qatar, one of several Sunni Muslim powers which supports the rebels, called for a no-fly zone to provide a safe haven inside Syria. French President Francois Hollande also called on the global body to protect what he called "liberated zones" under rebel control.

But there is little chance of securing a Security Council mandate for such action given the opposition of veto-wielding members Russia and China.

Russian President Vladimir Putin said in Moscow on Wednesday any attempt to use force unilaterally or interfere with events in the Middle East would be counterproductive. China's Foreign Minister Yang Jiechi said the destiny of the region "should be held in the hands of its own people".

Turkish Prime Minister Tayyip Erdogan said on Thursday Russia, China and Iran's stance on Syria was letting a massacre go on unabated.

Activists said more than 300 people died on Wednesday, making it one of the bloodiest yet. They said 55 people had been killed in rural areas around Damascus, including at least 40 who appeared to have been executed in the town of al-Dhiyabia, southeast of the capital.

The Observatory also said 14 people had been killed in a rebel bomb attack on a military command centre in Damascus and in a prolonged gun battle between rebels and members of the security forces.

The Islamist militant group Al Nusra Front claimed responsibility on Thursday for the assault, saying it was carried out in two stages, starting with a suicide bomber detonating a car near the building.

Rebels have also targeted Assad's inner circle during the conflict. The president's widowed sister Bushra has moved to the United Arab Emirates, a source close to the UAE government said on Thursday, apparently having fled with her children after her powerful husband was killed.

Bushra al-Assad, Bashar's older sister, was married to Assef Shawkat, the former deputy defense minister who was killed in a bomb attack in Damascus on July 18.

Outsourcer Xchanging to re-launch its insurance software business ...

Xchanging is a name that crops up regularly in my conversations about outsourcing but I have never written about it before. It is a big business process outsourcing firm, with a large customer base in the insurance sector.

For example has a big outsourcing contract with the Lloyds of London insurance market. It's software is used by companies like AXA and Allianz Insurance.

The company has a number of software platforms to run client business processes and also sells its own software to insurance companies and brokers. It is basically an ERP system for insurance firms. Users are largely commercial insurance and reinsurance firms.

I met Xchanging yesterday to find out more.

The company is updating its software with the introduction of a modular .Net based system. The suite of .Net components can be used to help these insurance firms, which often have monolithic IT systems become quicker to react to market changes with new products.

Hines-Sight Blog: The Not So Perfect Ending: Outings with Kids

Sometimes I wonder why we even bother to leave the house.

Well, I know the answer to that because if we didn?t leave the house, then we would go stir crazy and wish that we had left the house amid all the chaos.

So, we leave the house, of course!

And then our journey begins. It always starts off so promising.

The weather was beautiful. We could not have asked for a more perfect day to be outside in September.

The kids danced to live music by the Sandbox band. We met a delightful woodcarver and even learned how to make soap.

We were having good, quality family time. You know the kind of family time that could be seen on a Norman Rockwell postcard.

But then, the horrible truth comes out ? the times that make you realize the reality of parenting. And it?s no Norman Rockwell postcard.

Apparently, our daughter is a ?face-painter.?

Our son avoided stuff like that like the plague, but my daughter became obsessed. Having her face painted is all she could talk about.

But, there was a line. A long line.

We did a few other things and came back to the station, but the line was still there, and one of the artists was on a lunch break. The first time we went by the station, there were two. Now there was just one artist working hard to put fairies, butterflies or whatever on a child?s face.

By this time, we were hot, sweaty, and hungry.

We can be crazy parents, but we weren?t that crazy to wait in the line for our daughter to have paint put on her face only to discover she doesn?t like it and wants it off immediately. That has happened with a tattoo.

The 2-year-old pouting began. She sulked. She refused to walk. She fell down. She ran back to the face-painting stand, but we didn?t budge with our decision. We were too hungry to wait.

Finally, we get back to the parking lot, and we make another parental decision that really turns this story ugly.

We decide to go home for a late lunch instead of getting food from the food trucks.

My 6-year-old son, apparently, didn?t like our decision and wanted to invoke veto power.

Crying, screaming, and yelling was all we heard for our short car ride home. Our beautiful autumn outing had a not-so-perfect ending. One child was sad, and the other was sent to his room for lack of parental respect.

Whose idea was it to leave the house?

Yeah, it was mine.

But, I would like to add that the time we spent there was really great. I?m sure by next week when we go on another outing, I?ll forget how our stories usually end. We have short-term memory loss and hop right back in the car for our next family adventure.

Would You Ride in a Self-Driving Car? [Chatroom]

I still can't get over the fact that self-driving cars are legal. If, sometime in the next few years, someone gave you the opportunity to ride in one, alone, would you do it? As a cheerleader of all things future, I should say that I'd oblige. But I'm not so sure I would. More »

CatholicSchoolsToday.com: Making Tuition Operations Easier ...

Education is a necessity that everybody should acquire to have a higher quality of life. Life can be challenging should you have not undergone proper instruction and schooling. They can suffer embarrassment and be taken advantage of, due to their lack of understanding. Presently, most subjects and activities require formal training. This is why parents endeavor to enroll their children in schools providing excellent education.

Private schools are proud of imparting quality education that makes students excel in different subjects. These educational institutions generate their own funding through tuition, fundraising, and private grants from parents, alumni, and other people. These are distinguished from public schools, that are subsidized by local property taxes or federal and state sources.

It?s up to the parents to determine whether to send their children to a public or a private school. There are many benefits, however, to sending your child to a private school. The instruction programs, facilities, equipment, and resources are higher in quality than other kinds of schools. This calls for parents who choose private educational institutions to spend more on tuition and make the admission process easier for their children.

It costs an average of a lot more than $40,000 annually to be admitted to one of the prestigious private schools. Entering one can be difficult for parents who can?t afford the tuition bills and children who aren?t able to qualify for scholarship. Schools without a strict tuition collection policy can make funding difficult and affect the number and quality of resources provided for enrolled students.
There are numerous sites that advertise tuition collection services. Study all of them and partner with collection agencies that have honest and trustworthy reputations. These agencies should also be known for practicing fair collection procedures that won?t alienate parents and students. Overly strict methods can be ineffective and make schools responsible for lawsuits for an unfair collection system.

Catholic academic institutions also face the identical tuition management problem that numerous private schooling establishments experience. Ask for recommendations from other Catholic academic institutions on which collection agency to decide on for funding needs. These companies must deal with parents and enrollees in reasonable terms that abide by Christian values and teachings. It is because agencies practicing unfair collection practices are connected with the school they?re representing. The school might be sued if these companies collect in ways construed as creditor harassment.

What Happens When You Add Color to Iconic Black and White Photos? [Video]

It's a little disorienting, to say the least. The best way I can describe the addition of color to famous black and white photos is that it looks more like a frame from a movie scene, than snapshot of real life. A little unreal. More »

Serbia to Probe Mystery Killings of Journalists :: Balkan Insight

Serbia's new goverment has decided to set up an "International Commission" to investigate the unsolved murders of journalists in the country.

The Commission will primarily investigate the killings of three prominent journalists, Dada Vujasinovic, Slavko Curuvija and Milan Pantic.

A publisher and journalist, Curuvija was shot in the head on April 11, 1999, while coming back home from an Easter walk.

The killers and those who directed them have never been identified, despite promises made by every government since Slobodan Milosevic was ejected from office in 2000.

Milosevic and his wife, Mirjana Markovic, were widely believed to have been involved in Curuvija's death.

During the March-June 1999 NATO bombing of Serbia, Curuvija blamed the Milosevic regime for the North Atlantic Alliance's military intervention.

Vujasinovic, a reporter for Duga Magazine, was killed 14 years ago. Her death was initially called a suicide, but earlier this week a new ruling said the case would be reopened as a suspected homicide.

Pantic, a local journalist from the central town of Jagodina, was shot on the doorstep of his home in 2001.

The task of the Commission will be analysing all former investigations, ascertaining the facts behind their failures, and creating grounds for future investigations.

Apart from representatives of the security services, the prosecution and the media, international investigators will take part in the Commission's work.

Dunja Mijatovic, the OSCE Representative on Freedom of the Media, welcomed the establishment of the new body and expressed the hope that it will yield results.

"Families and friends of killed journalists and society as whole need to see justice being served," she said.

"As long as journalists are afraid for their lives and the lives of their families while doing their job, we do not live in a free society," she added.

Human brains develop wiring slowly, differing from chimpanzees

ScienceDaily (Sep. 25, 2012) ? Research comparing brain development in humans and our closest nonhuman primate relatives, chimpanzees, reveals how quickly myelin in the cerebral cortex grows, shedding light on the evolution of human cognitive development and the vulnerability of humans to psychiatric disorders. Myelin is the fatty insulation surrounding axon connections of the brain.

Recent research by Chet Sherwood, associate professor of anthropology in Columbian College of Arts and Sciences, along with Daniel Miller, a former GW graduate student, and other colleagues, reveals this key difference in brain development between human and chimpanzee. The findings were recently published in the September 24th edition Proceedings of the National Academy of Sciences (PNAS).

In the article, Dr. Sherwood and co-authors write that the development of myelin from birth to adulthood in humans is protracted in comparison to chimpanzees. In humans, myelin develops slowly during childhood, followed by a delayed period of maturity beyond adolescence and into early adulthood. In contrast, in chimpanzees, the development of myelin already starts at a relatively more mature level at birth and ceases development long before puberty.

?These observations indicate that a marked delay in the development schedule of the human neocortex may play an important role in the growth of connections that contribute to our species-specific cognitive abilities,? wrote Dr. Sherwood and co-authors.

The developmental timing of myelination is important because it establishes connectivity among parts of the growing brain, which is essential to higher-order cognitive functions, such as decision-making and emotional regulation. These cognitive functions are known to mature relatively late in humans, after the time of adolescence. Also, this period of persistent myelin development during early adulthood in humans is a time of particular vulnerability to neuropsychiatric diseases, including schizophrenia, bipolar disorder, and depression.

Mexico City is the safest city in Mexico, tourism minister claims ...

BY NELSON ALCANTARA,

The below interview with Mexico City Tourism Minister Carlos Mackinley Grohmann was conducted during the third edition of the Fair International de Turismo de las Americas (International Tourism Fair of the Americas or FITA), held from September 20 to 21 in Mexico City, Mexico.

How long have you been in office and what is your experience in travel and tourism??I have a large experience in the private sector. I used to be a grounds tour operator and I was a tourist guide, too. So, I have that doubling experience. As an officer of the government of Mexico City, I have been working with the Ministry of Tourism for 10 to 11 years. As the tourism secretary, I have been in office for six months.

How important is FITA to Mexico City? This is a very important event for Mexico City not only in economic terms, but mostly in terms of image?how Mexico City has a new image, how Mexico City is doing very, very well in tourism. That is why we are hosting this event here. As you know, this event promotes Mexico City, the whole country and all the other countries [exhibiting during the expo]. We can now say that Mexico City is now part of the circle of big capitals that have hosted important international tourism affairs.

Mexico has been aggressive in hosting global travel and tourism events. Cancun was the host of this year?s World Travel & Tourism Americas Summit. What do you expect to achieve with FITA 2012??That forum in Cancun was more an academic one. It was the pr?vate sector and there [at the WTTC Summit in Cancun] but we showed there lots of experience of the big holdings, the big enterprises and the big destinations. Here [at FITA], it is more a business affair. We have more than 3,500 different buyers and we hope that they are doing well in their transactions.

What is the projected amount of business being transacted during the event?Maybe about US$10 million just for the people arriving here and more than US$15 million for all the installations here, so we are talking about US$25 million [in total business transactions].

You were very critical of the Ministry of Tourism in your speech, saying the country needs a stronger and more powerful one. Care to elaborate??We cannot see tourism as a unique, an industry that is working alone. In a country like Mexico, it has 110 million inhabitants and around 50 percent of them are under the line of poverty. We have to use tourism to try to eliminate those conditions. We have to use tourism in social terms. That is why I feel that Mexico, as a country, needs a more powerful Ministry of Tourism which will be able to help the different parts of the country that need tourism and need to develop it. Now, in this moment, they do not have a way to do it.

How do you assess Tourism Secretary Gloria Guevara?s performance??She has done her job very well. It is a pity that she just had two to two years and a half [as tourism secretary], but she is a woman who knows the sector very well and she has been a very important promoter of the whole country.

Tell me about Mexico City Tourism.?Mexico City Tourism is amazing. We have four sites declared by UNESCO as World Heritage Sites, we have six archeological sites, we have more than 1, 400 colonial buildings. Mexico City is one of the most modern and powerful cities in all of the continent. Tourism is doing very, very well here. We have more than 12 million people sleeping in our hotels each year and we have more than 10 million people coming back home to visit families and relatives.

What is the city?s bed capacity??We have about 49,000 rooms, so it is a very large capacity.

What is tourism?s contribution to the city?s economy??Around US$4 billion per year. It is one of the main industries of the city and represents more than 7 percent of the Gross National Product of the city. Mexico City Tourism employs 400,000 people with direct jobs and at least 600,000 people with indirect jobs. So, around one million Mexico City residents have some connection to tourism.

As a former tour guide, name me your top five must-visit places in Mexico City.First, Centro Historico, a historic site downtown with two or three things to do there. Museo Nacional de Antropologia, the National Museum of Anthropology, which is one of the best museums in the world in terms of history. The third one is the neighborhoods of San Angela and Culiacan at the south of the city. The fourth one is the Fourteen Gardens of Xochimilco. Fifth is the new neighborhood of Roma Condesa, where you can see a very nice urban tourist experience with gastronomy, art and culture.

What is your grand plan for Mexico City Tourism??Yes, we have lots of plans. One of which is to develop medical tourism. Mexico City has probably the most important hospital in the whole country. We know that each year, 1.6 million people leave the country for medical purposes. Mexico City is building a very large platform to serve those people.

Traffic is a bit of a problem here in Mexico City, how are you addressing it??We are trying to discover other means of mobilization. Promoting bikes, promoting eco-friendly cars, we trying to promote carpooling, and we have promoted a new subway line, which will be inaugurated in about a month. We have 11 subway lines now, transporting 5 million people a day. Mexico City is doing a lot in terms of mobility.

We can?t not talk about the violence caused by drug wars, as this is a big deterrent for tourist who otherwise would want to come to Mexico. What is your take on this issue??Lots of things I have to say. We have to make a large difference on what is happening in Mexico City and in different parts of the country. The violence of the drugs is located mostly in the northern parts of the country. Mexico City is completely isolated from that kind of violence. In addition, Mexico City has in place a very good security program for tourists and residents. Crimes in Mexico City have decreased a lot. Mexico City is now the safest city in the whole country, and we are very, very proud of this achievement. We are working hard to maintain this. We have around 15,000 cameras and a system to ensure the security of the people in the city.

That is a great message: tourists can come to Mexico City.?Yes, they can come and they will be safe.

Who are your top visitors??Mexico City receives more than two million people from different countries each year. Fifty percent come from the United States, 30 percent from Europe, 13 percent from Latin America, 1 or 2 percent from Asia. Americans and Canadians are our main markets.

How are you tackling the BRIC countries??We have efforts with three countries. We have good results with Brazil and Russia. With China, we have some difficulties. As you know, we don?t have a direct flight and we have completely addressed the visa issue., but we are working on that direction. I think China will be an important market for Mexico and Mexico City in a matter of a year. As of now, we have good results with Brazil and Russia.

Does your government have an open-sky policy with these countries??Not an open-sky policy, but we are working with the federal government to do that.

A speaker in one of the conferences held here at FITA (named Silvia Hernandez) argued that Mexico should stop marketing itself as a sun and beach destination. How do you respond to her comments??Silvia Hernandez says that the promotion of Mexico was always done around the sun and beach. Now we have to promote the colonials parts, the urban cities, and that is a nice and interesting message from Silvia Hernandez. She knows a lot about tourism, so we are working with her. We agree with her.

What is Mexico City?s message to the world??If you want to discover a vibrant city, if you want to discover a cultural city, if you want to discover a city that can show you pre-Hispanic ruins and colonial buildings, and one of the most modern cities, you have to come to Mexico City. If you want to taste the best gastronomy in the whole country, you have to come to Mexico City. If it is congress and meetings you are looking for, you will be very well received in Mexico City.

CNN reported on the personal journal of slain American ambassador Christopher Stevens over objections from his family, a State Department spokesman said Saturday.

The news channel, in a story posted online Saturday, said that it found a journal belonging to Stevens four days after he died in a Sept. 11 attack on the U.S. consulate in Benghazi, Libya. Three other Americans also were killed.

CNN broke a pledge to the late ambassador's family that it wouldn't report on the diary, said State Department spokesman Philippe Reines, a senior adviser to U.S. Secretary of State Hillary Rodham Clinton.

In a blistering statement, Reines called CNN's actions "indefensible."

The channel said in the story online that it took "newsworthy tips" from Stevens' diary and confirmed them with other sources. Citing an unidentified source "familiar with Stevens' thinking," CNN said that the ambassador was concerned about security threats in Benghazi and a "rise in Islamic extremism."

In a statement Saturday, CNN defended its use of the journal's contents and asked "why is the State Department now attacking the messenger."

"CNN did not initially report on the existence of a journal out of respect for the family, but we felt there were issues raised in the journal which required full reporting, which we did," the channel said.

The public has a right to know what CNN learned from "multiple sources" about fears and warnings of a terror threat before the Benghazi attack, the channel said, "which are now raising questions about why the State Department didn't do more to protect Ambassador Stevens and other U.S. personnel."

Stevens' family was informed within hours about the discovery of the journal, a hard-bound book that included seven handwritten pages. It was returned to them via a third party, according to CNN's online story.

An Italian official took control of the diary from CNN in Benghazi at the State Department's request, and it is en route back to Stevens' family, the department said.

"Given the truth of how this was handled, CNN patting themselves on the back is disgusting," Reines said in his statement.

"Whose first instinct is to remove from a crime scene the diary of a man killed along with three other Americans serving our country, read it, transcribe it, email it around your newsroom for others to read and then call the family?" Reines asked.

In a phone call with the Stevens family, CNN "agreed to abide by the clear wishes of the Stevens family, and pledged not to use the diary or even allude to its existence until hearing back from the family," Reines said.

But four days later, "they just went ahead and used it," he said.

The diary was first mentioned on-air Friday by Anderson Cooper, following previous CNN reports that Stevens feared he was on an "al-Qaida hit list" but did not mention the journal. Cooper said that some of the information in the reports was based on Stevens' personal journal, which he said CNN came across in its reporting.

In its online story, CNN said it found the journal on the "floor of the largely unsecured consulate compound where he was fatally wounded."

Asked to comment on CNN's report that Stevens was concerned about a "hit list," Reines referred to a news conference last Thursday at which Clinton was asked about it.

"I have absolutely no information or reason to believe that there's any basis for that," Clinton had said.
